A mystery provision was discovered in the Omnibus Spending Bill. The 3,000-page document has a provision for certain lawmakers and their staff to legally review American taxpayers' tax returns. Reviewing people's tax returns was a club used by the Nixon administration to get its enemies. Apparently, Truman did the same. Fingers have been pointed, but no one wants credit for adding the ill-thought provision to the mandatory legislation. Republican elves must have done it overnight when no one was around.
