Secretary of State Condoleeza Rice delivered an address to Europe in France, yesterday. She was well received though it seems it was because of her style -- definitely not the George W. Bush cowboy style -- and not for the substance of her speech. She didn't offer any changes in Bush's positions on the Kyoto accords on global warming, the international criminal court or Europe's approach to Iran, all of which Bush refuses to sign on to.
